The Victorian Opposition has retracted support for a state-based treaty with First Nations people due to concerns about cultural heritage laws.

Shadow Minister for Aboriginal Affairs Peter Walsh says the current approach to cultural heritage protections could hamper development across the state.

Mr Walsh joined Raf Epstein at ABC Radio Melbourne to discuss the backflip.
